It seems like I have seen players attempt locking ( using the term target) another ship without having the target symbol on their action palette. Can this be done? The game seems to have some complexities in other rules that might make this not an obvious "no." I assume it is required. It might be gained by upgrade or additional capabilities I guess but thought I would check.

You can target lock a ship any time an ability tells you to. The Target Lock action just says to acquire a lock, so if you have that action on your action bar, you can acquire locks that way. But if you are granted the chance to acquire a lock some other way (e.g. Dutch Vander or Grand Moff Tarkin) then you can get a lock that way, even if you don't have the lock action.
Or in short, acquiring a target lock is its own effect. The target lock action is just one way to gain access to it.
Thanks, that makes sense. TIE LN Fighters can't target without help from a Talent or Pilot, etc.
