So Dash is back in the meta and it's a mix of good and bad. Good because his fans missed him, but a bit bad because he's a heck of a challenge to take down, especially when he's cheap enough to pair with strong allies/support. He and his title dropped a combined 14 points and he's kinda common now.
IMO Dash+Outrider is going to be very challenging to balance. When a combo is strong it's usually either underpowered for his price, or immensely strong. Dash in particular can be sometimes NPE (particularly for new players) because he:
Ignores obstacles while moving
Scratch that, benefits from obstacles while moving
Is almost immune to locks and other bad tokens because he can just shed them
Can effectively white k-turn if he passes through or lands on an obstacle
Has 10 health backed by 2 agility, plus obstruction and range bonuses
Can travel very fast through terrain that causes grief to anyone else
Fires massive attacks out of a double turret (allowing him to charge, strafe, run away, etc)
His attacks deny the target their obstruction bonus (which can be further amplified by Trick Shot)
He has two crew slots to enjoy all sorts of effects (e.g. Kanan + Maul)
On top of all this, he is initiative 5
His weakness is he rolls 1 less dice to a target if they manage to get close enough.
For experienced players he's somewhat manageable if they can focus him down and kill him fast enough. Thank heaven he's lost his gunner slot (no more Bistan), allowing this discount in the first place. But he's only 85-116 points of the list, and you still have to deal with his team after devoting quite a lot to eliminating Dash, so he's a strong threat at current points. That might be intentional, but man is he unapproachable for anyone who hasn't prepared. For this reason I don't recommend the YT-2400 to new players who are just getting started, similar to the Nantex. I don't want to drive new players away because they can't get their head around how to fight an inherently dangerous ship (which is particularly strong in casual play, faced by players with limited ship options, etc).
The difference between not used and scary is 14 points (recent points update), so maybe there's a reasonable middle ground like +6 or +8 points, or maybe the meta will adjust to make him less prevalent and players will learn he's not necessarily so scary. But whenever you have something this inherently strong, IMO you won't be able to balance it with points alone; it'll always wobble into Rarely Used or Overused territory. A core tenet of 2nd edition is "limit 'em good", where a weaker effect lists can afford is better than a strong effect that has to be priced to oblivion.
Darth Vader (TIE Defender) was built with this principle in mind: make this strong character limited in some fundamental way that allows them to be priced reasonably. Oddly AMG has been very reserved with reducing Vader's cost (still 112 without upgrades) while being very gung-ho about making Dash a bargain. Maybe it's an experiment to see where the meta goes, or maybe they're just making Dash players happy for a while.
I wonder if Dash or Outrider will get a minor errata that makes them way easier to balance, and we'll be able to see them on the table more often without fearing/resenting them for it. :P I imagine he could lose his crew slots, or Outrider could be split into two cards (e.g. it has a charge that is either spent or unspent, granting you either token removal or unobstructed shots). Or maybe that's unnecessary in the grand scheme of things.
I dunno, Heratanni is also a very strong list and it's still around in various forms, despite the deep nerf. I'd say it's stronger than anything Dash is throwing around right now. It's not necessarily a problem that certain lists or ships are strong, so long as they have counters in some form and they get points adjustments as needed to put them right where they need to be.
So I'm ending this long rambling rant with a decisive "...meh". I need to play against some more Dash lists to have a clear idea of just how strong he is; clearly he's proving to be quite strong, but I've yet to see if he's OP. I suspect he's not, particularly since he didn't take the last couple tournaments I've been to.
But I still think the combined Dash ability + title is going to be tough to balance properly, and FFG may want to make an alternative title that they can price cheaper than the original; one that still makes Dash players very happy but opens up the design space a lot.
