Every pilot and upgrade you add to a fleet has to be valid, including crew/pilots of docked ships. You can see this by creating a fleet in YASB (http://yasb.app) which will block your efforts to add a named card like Hera twice. Docked ships are still in the fleet, they're just off the table until deployed.
