These are cards that allow a ship to recover force charges; this is separate from the 1 force recovered at the end of the round (which the ship still gets to do). These are very rare effects; ships are usually limited to recovering only one force per round no matter the number of ways they can spend it, making force an important resource to spend judiciously.
